ATA carnet
The ATA Carnet is an international customs document, the so called goods passport that simplifies movement of goods, temporary import and export as well as transit. It is recommended to use the ATA Carnet when there is a need to take certain goods with you to third countries, for exapmle:
- fair showpieces,
- professional tools,
- goods samples.
The ATA Carnet can be used to export computers, photographic and film accessories, musical instruments, sound equipment, tools, jewellery, clothing, medical supplies, aviation equipment, racehorses, works of art, cultural property, ballet costumes, theatrical props, inventory used in sports competitions, etc.
- exempts the holder from the temporary export declaration in the country of departure,
- exempts its holder from the national customs documents required in the country of temporary importation,
- provides an international guarantee for imported goods, covering national customs duties and other prescribed taxes, also applicable to the transit of goods.
An ATA Carnet is issued for up to one year. You can make several trips with one Carnet during the year.
how to obtain ATA carnet?
The application form for an ATA Carnet is filled in on the website of the Estonian Chamber of Commerce and Industry. It is recommended to submit the application at least ten days before the trip. At the same time as the application is sent to the Chamber of Commerce, the application must also be submitted to the institution providing the ATA system. In Estonia, this is Ergo Insurance SE.
An ATA Carnet is issued on the basis of the application. The completed ATA Carnet is issued to the carnet holder upon presentation of the insurance policy against a signature. The Carnet must be confirmed at the service bureau or customs office of the Tax and Customs Board.
The ATA Carnet consists of covers and sheets. The sheets are divided into counterfoils and vouchers. After completing the customs formalities at the border customs offices, the completed counterfoils remain in the Carnet, the completed receipts are torn out by the customs officials. The used ATA Carnet is returned to the Chamber of Commerce that issued the Carnet.

ATA Carnet is not registered when goods move temporarily inside the EU from one member state to another, without leaving the territory of EU.
