New Draft Law on Research, Development, and Innovation: Equal Funding for Private and Public Research Institutions
The Ministry of Education and Research has recently released a new draft version of the Research, Development, and Innovation Act, which includes updates to the funding system for research institutions. The draft incorporates the Chamber's earlier proposal that private research institutions should be funded on the same basis as public research institutions.
Changes in Funding Model for Research and Development Institutions
Under the proposed changes, research and development institutions will receive funding through research and development grants, replacing the current base funding model. These grants are intended for research and development institutions, universities, and evaluated applied higher education institutions to achieve their research and development goals and create public value.
As a result of the Chamber of Commerce's proposal, the new draft ensures that both private and public research and development institutions will receive support under the same conditions. The earlier version of the draft differentiated between private and public institutions in terms of grant allocation, but the current draft resolves this issue, ensuring that private research and development institutions will receive funding on an equal basis with public institutions.
