Road Use Fee Imposed on Lorries
The road use fee rate depends on the laden mass of the lorry and its trailer, the number of axles and the exhaust gas class of the lorry. The daily road use fee rate is in the range of 9–12 euro and the annual fee is 500–1300 euro. Additionally, the road use fee can be paid for a week, month or quarter. The Chamber has previously proposed to decrease primarily the annual road use fee rate, because this is higher than in Latvia and Lithuania. This proposal was not taken into account. However, our proposal to decrease the rates for more environmentally clean lorries was at least partially taken into account.
All lorries driving on publicly used roads in Estonia must pay the road use fee. This means that the fee must also be paid by lorries registered in foreign countries.
Pursuant to the law, the Road Administration has been given the obligation to ensure 24-hour possibility to pay the road use fee. It is currently not known what will be the possibilities for paying the fee.
The Chamber has previously proposed that if the state decides to impose the road use tax for lorries, the entire revenue from such tax should be directed to road management. This proposal has been taken into account – money received from the road use fee will be allocated to transport infrastructure management.
The road use fee will become payable from 20 December of this year.
